The time has come for SFY27 Emergency shelter grant contracting process to begin. Starting in 2026 (Illinois SFY27), the State of IL ESG program will implement a three-year grant cycle. The three-year cycle will commit an equivalent funding percentage of the CoC’s ESG allocation to a provider over a three-year period (pending available HUD allocations). This approach minimizes annual grant management burdens and offers stability to ESG projects. With the implementation of this new approach, it is imperative that funds be directed to the programs that best meet the needs within the CoC and that demonstrate strong performance in serving people experiencing homelessness in IL.
